Does the shot meter matter for Auto-Green?
Yes. Turn it Off. With the meter On the green window is narrower, and it is one of the two settings behind most "not working" reports.
Yes. Set Shot Meter: Off. With the meter on, the green window is narrower, so the same value that greens with the meter off will miss more often with it on.
Together with Shot Timing set to Shots and Layups, this is the number-one reason people report that auto-green is not working. Fix these two before changing any millisecond value.
